The law firm of Larry A. Blosser, P.A. provides comprehensive estate planning and elder law services. Attorney Blosser has practiced law in the telecommunications and technology field for more than 25 years, and is now refocusing his practice on Estate Planning and Elder Law matters after finding himself part of the “Baby Boom” generation complexities- caring for children and aging parents at the same time.

Elder Law and Estate Planning:
Elder law and estate planning are closely related, but differ in focus. Elder law addresses the near-term needs of the client or family member, such as disability planning and asset protection planning. The term “estate planning” encompasses a wide variety of techniques for the management of the client’s assets and the orderly transfer to future generations, either during lifetime or upon death. Attorney Blosser has a sincere interest in the legal needs of older persons and enjoys working with seniors and their families.

Innovation:
By early 2008, the firm intends to assemble an interdisciplinary team of experts, including geriatric care managers and certified life care planners. This will enable us to offer a unique and integrated approach to client care. Further details will be available soon.

Our firm offers ethical, focused, and outstanding individualized service to each client. This dedication to service begins with the initial consultation and continues throughout the course of our representation.

The first step in the delivery of individualized service is the identification of the client’s needs or objectives, typically at the initial consultation. We review the relevant financial and legal documents, present options and recommendations to the client, and receive the client’s input.

Only then do we draft or revise wills, advance directives, or other legal documents. After the plan is implemented, we encourage clients to come back to us for periodic review and possible revision of the plan in light of changes in the law or personal circumstances.

Ellicott City Attorney Larry A. Blosser, founder and sole shareholder of the law firm of Larry A Blosser. P. A.,   has been a practicing attorney for more than twenty-five years. His interest in practicing in the estate planning area goes back to law school, but his career path took another direction. His interest in developing an elder law practice was rekindled several years ago when, as “baby boomers,” he and his wife found themselves “sandwiched” between the responsibilities of parenting their own children and caring for an elderly parent.

An active listener and creative problem-solver, Mr. Blosser works closely with clients to develop practical, cost-effective and long-term solutions. He also places a high priority on being available to clients when they need assistance.


Mr. Blosser is admitted to practice in both Maryland and the District of Columbia. He is refocusing his practice on elder law and mediation, in addition to continuing a limited practice in telecommunications law.

Legal Experience:
For nearly seven years immediately prior to establishing his solo practice, Mr. Blosser was an attorney in private practice in the District of Columbia, representing telecommunications and technology firms before the Federal Communications Commission and state regulatory agencies. Most recently, he was Of Counsel to DLA Piper Rudnick Gray Cary US LLP.

Before re-entering private practice in 1999, Mr. Blosser was a senior regulatory attorney with MCI Communications (1991-1998), where he advised company management on a range of policy issues, including spectrum auctions, joint ventures and alliances. He joined MCI following a decade of private practice in a mid-size telecommunications firm in Washington, D.C. Like many telecommunications attorneys, he began his legal career at the Federal Communications Commission, where he held a number of positions including Legal Assistant to the Chief of the Common Carrier Bureau.

Professional Memberships:
Attorney Blosser is a current member of the Maryland State Bar Association, the Howard County Bar Association (and its Estates and Trusts and Elder Law Section), the American Bar Association, the National Academy of Elder Law Attorneys and Coalition of Geriatric Services (COGS).

Pro Bono Legal Services:
Larry has provided legal services to elderly and economically disadvantaged citizens in a number of capacities. These include: preparation of wills, living wills and powers of attorney as a volunteer attorney with the AARP Legal Counsel for the Elderly program; preparation of state and federal tax returns as a volunteer with Community Tax Aid D.C.; and legal assistance to Gulf Coast residents displaced by Hurricane Katrina at the former D.C. General Hospital site and on a special telephone hotline.

Community Service:
Mr. Blosser participates in a range of community service activities through his memberships in the American Legion and the Disabled American Veterans. For nearly fifteen years, he was an adult volunteer with the National Pike District of the Boy Scouts of America, serving in various capacities including Cubmaster, Assistant Scoutmaster, Troop Committee Member and Merit Badge Counselor. He previously served as Vice President of the Resurrection-St. Paul Home and School Association and as President of the Port Tobacco Waterfront RV Condominium Association.
